Jaime C. Laya
Jaime C. Laya was the 5th governor of the Central Bank of the Philippines from 1981 to 1984. His term covered two significant points in Philippine history, the election that made former President Ferdinand Marcos have his third term and the assassination of the late Senator Benigno S. Aquino Jr. that stimulated the People Power Revolution of 1986.
He was also the first Secretary of the Department of Budget and Management (as Minister of Budget) of the Republic of the Philippines, serving from 1975 to 1981.
He also served as the Dean of the College of Business Administration, now the Cesar E.A. Virata School of Business, of the University of the Philippines Diliman.

Dr. Laya serves as a Trustee of the Cultural Center of the Philippines., De La Salle University, Incorporated, St. Paul’s University of Quezon City, St. Paul’s University of Tuguegarao City and Miriam College.
He is an Author of several books in fiscal management and finance, money and banking, education and culture.
He is an 8th placer in the Certified Public Accountant examination.
Dr. Laya is a graduate of BSBA in Accounting from the University of the Philippines in 1957, MS in Industrial Management from Georgia Institute of Technology in 1961 and PhD in Financial Management at Stanford University in 1966.
Dr. Laya holds Doctor of Laws of Philippine Womens University and Doctor of Humanities of Mindanao State University and Certified Public Accountant from Philippine Institute of Certified Public Accountants.

Former Secretary of the Department of Budget and former Central Bank Governor Jaime Laya, a life-long patron of the arts, has written about the FPPF coffee table book, SULTADA, the only sabong (cockfighting) book through the eyes of photographers. The book is a compilation of photographs from prize-winning photographers, with essays by professional writers. FPPF President Pablo Beltran is prime-mover for the book’s publication.
“Did you know that standing a fighting cock on a tabletop guarantees that you’ll have the toughie for dinner? Sabong is here to stay,” said Laya, in his column today in The Manila Bulletin.
