Guam -The Governor’s Chief Legal Counsel Sandra Miller has weighed in with her opinion of what the controversial gaming tax Bill #19 does, and does not do.

Her summary of the bill was released by the Governor’s office Friday morning.

She agrees with Attorney General Rapadas on what Bill #19 does NOT do.

Both AG Rapadas and Miller agree that Bill #19  “DOES NOT” legalize casino gambling, poker machines, slot machines” or any other illegal forms of gambling, as some have feared.

Miller and Rapadas also agree that the measure  “DOES NOT” end any of the legal forms of gambling  such as non-profit bingo, cockfighting or Carnival gaming.
